The pre-shipment inspection certificates were declared invalid, violating customs clearance regulations. Importers can pay their dues and retrieve their consignments. Customs has waived penalties for the scrap importers, providing relief for those affected. Importers will not have to pay detention demurrage fees to shipping lines or warehouse custodians.
